Are Flintshire Highways First Rate or Third Rate?

As I watch the daily Chester Rd, Penyffordd Rat Run flying past my house. I've just seen at least 4 cars doing about 60 mph in acceleration mode. Flintshire Highways have all the knowledge needed to stop the traffic exceeding 30mph. They come through by the 100.
Rossett and Cefn Mawr have got good traffic calming measures. Wrexham Council seem to be on the ball with traffic calming. Is Flintshire Highways going to be a begrudged effort? We are dealing here with hardened speeders who know Penyffordd is a soft touch. Perhaps they have seen our Council Notice Board :) (previous post)
If there is money for improving Flint's environment ( Chronicle Last week) there should be a little for Penyffordd.
Yes , I forget we have a By-Pass...............
Chester Rd awaits with interest whilst Flintshire Highways prepare their plans for Penyffordd.
