April Fool's day

No news in Penyffordd today, sorry to bore, letter to the Leader

Dear Leader,
A letter for consideration.
Next Wednesday is Penyffordd Community Council's monthly meet. It will be interesting if the predicted wanton vandalism raised on Penyffordd by the construction of A55 Warren Bank exits  by the Welsh Assembly Government and its agent Flintshire County Council will make the agenda. Main roads through Penyffordd which has a bypass are now seeing major increases in traffic volume and density and a vast increase in lorry traffic. My question to the community council is this. Are you happy that we are the biggest, fastest, most unpoliced rat run in Flintshire and if not what are you doing about it?

Penyffordd Community Council Meeting 2010

Half way through. Have just seen Howie. Is he to be let off speeding duty in Chester Rd? FCC have still not altered road paint on Chester Rd. Has anything been done over the impending increase in traffic from A55 Warren Bank exit that is currently being constructed?

When are we to get council agenda online?

Further postscript: No there wasn't a meeting as some councillors were still in the Bahamas.
Meeting next Wednesday. Clerk Nigel has very kindly put all agenda sheets plain to see on the council notice board.

Penyffordd Businesses affected by Warren Bank divert to Dobshill

The village is relatively quiet at the moment. School holidays, the credit crunch and the Warren Bank divert. This suits me but I don't run a business in the village. Quite some time ago Cllr Tony Sharps told Northop Hall community that they needed to use their shops or they would lose them. The same applies to Penyffordd. Councillors should be encouraging residents to use local busineses or our nearest shops will be Buckley or Broughton Retail Park.

Road to Broughton closed

If you go down to Broughton the road goes one way with lights ( Warren Bank A55 exit construction) . The one way is from Broughton up the hill. If you go down you get to the A55 the traffic is then directed up the A55 to Dobshill then back down. Better just to go to Dobshill from Penyffordd.

Warren Bank A55 exit

which  is currently under construction will have lasting negative consequences for Chester Rd, Corwen Rd and Wrexham Rd. As the ex trunk road to and from Mid Wales we will be the road of choice once the above development has finished. Have Penyffordd Community Council contacted any of our elected representatives over this highly unwelcome development?

I mean Mark Tami MP, Carl Sargeant AM or Mark Isherwood AM. Welsh Assembly officials are talking to Higher Kinnerton.
Have we been stuffed? Is there any political downside for all those sitting on their hands?

Warren Hall construction - A Living Hell

Chester Rd, Penyffordd will also become a living hell if through traffic is not diverted from the village to the bypass.

Not very nice at Warren Bank is it. You should be pressing for high concrete walls as noise barriers not puny wood. Colwyn Bay didn't settle for a 6 foot high wood fences and 70 mph.
 
Haven't seen the plans properly but there looks like more than a fair chance that the boy racers from Airbus who hammer through Penyffordd everyday will end up in one of the upstair bedrooms next to the slip road.
 
Warren Bank a disaster for Thornhill Close, also for Chester Rd Penyffordd with regards extra traffic.
 
Still no sign of North Wales Police in Penyffordd, 900 speeding cars a day. (data June 2008)

An email from Alun Griffiths contractor for A55 Warren Bank

Today I have received an email from Alun Griffiths himself over the issue of possible sub contract vehicles taking short cuts through our village instead of using the bypass. It is my view that subcontractor lorries are using the village as a short cut.

I intend to meet the company next week on behalf of Chester Rd residents. Previous blogs suggest we are being left to fend for ourselves by Penyffordd Community Council. Alun Griffiths have promised to take punitive action against any sub contractor using Chester Rd as a short cut.

Chester Rd thanks Alun Griffiths for their positive action to protect Chester Rd environment.

Secret Meetings?

Penyffordd councillors had a secret meeting with Charles Hughes Head of Engineering and Derek Kirby Head of Highways Strategy over Warren Hall developments.


Was the meeting minuted?
Was the meeting discussed at monthly community council and minuted?
If not why not?

Have Penyffordd councillors capitulated?

Warren Hall will affect Chester Rd, Wrexham Rd and Corwen road with increased traffic levels.

Postscript. Cllr Cindy Hinds informs me she has made representations to Shire Hall with regards Warren Hall developments.

At last Broughton has woken up and protested. this is my opinion back in 2005 SAY NO to the planning application for Warren Hall Business Park., being held on 27th July 2005. I am a resident of Higher Kinnerton who has recently attended a meeting on 22nd July 2005 at the Unit 7 WDA offices in St Asaph, chaired by Mark Tami MP, included Carl Sargeant AM , and Chris Farrow , and another colleague from the WDA. My great concern, supported by most of the residents of Higher Kinnerton, Penymynydd and Penyffordd, is the HUGE INCREASE IN TRAFFIC expected. Also raised was the buried carcass of animals that had foot & mouth, the location of which is directly under the proposed Hotel. This meeting heard the objections re-iterated and the replies by WDA, who welcomed our opinions and advice. If, as it is likely, that many of the proposed 5000+ jobs could be women on a part-time basis, this further increases the traffic! It has already been reported that FCC will have a budget shortfall & intend to make job cuts, and this means any requests by local Community Councils for Match Funding for Traffic Schemes will be declined, just when they will be needed most, to combat ‘rat runs’! See below my earlier objections. I have learned from Chris Farrow that he will be part of a new Welsh Assembly Committee with similar powers, but more accountability to taxpayers –see my reason number 3. Since my objection item 6, there has been flooding at BAe and Broughton Retail Park. Re: Planning Application 038744 Warren Hall Business Park Class B1. I object to the above having seen the WDA exhibition in our Village Hall and listened to the concerns of other residents. My main reasons are:- 1. The application should not be considered until FCC has published its Unitary Development Plan. 2. The scheme is too large and will generate major traffic problems for our village and it’s currently easy access to the A5104 and A55. 3. The WDA are a failed QUANGO due to be abolished soon, long before the proposed scheme would start, leaving the locals with an unwanted development that would provide jobs for mostly outsiders. 4. The B1 category has the potential to change this mainly residential & agricultural area into an Industrial Zone. 5. The existing plan is a ‘re-hash’ of earlier ones from 17 years ago, and would contribute to ‘urban sprawl’, breaking the planning guidelines and our ‘Green Barrier’. 6. This application gives me no confidence that it’s ‘promises’ will be kept relating to ‘leisure facilities’, that there is a potential for water ‘run-off’ increasing the risk of flooding.

The Deputy First Minister has agreed to the implementation of a County Road Scheme by FCC under Highways legislation, implementing existing planning consent granted 15th October 2004, in relation to the procurement of the Warren Bank Interchange Improvements.

Planning consent for the development of the Warren Hall Business Park was issued to the Welsh Assembly Government by Flintshire County Council on 21st April, 2008. This consent requires the improvement of the adjacent A55 Warren Bank Interchange to be up-graded before the business park can be occupied. A separate planning consent was previously granted on 15th October, 2004 for the Interchange improvements. These included the provision of two additional easterly slip roads to create an “all way interchange” together with the creation of two additional roundabouts on the A5104, either side of the A55.

Warren Bank Interchange has a grade-separated junction with 2 slip-roads only (eastbound-off and westbound-on). Existing traffic travelling in the opposite direction goes through Broughton (county roads) to access / egress the A55 at the next interchange (eastbound-on and westbound-off). With the expansion of Airbus (A380 Wing Facility) and the Retail Park in recent years, a greater demand is now placed on the existing county highway network to serve the area of Broughton than was envisaged when the Warren Hall Interchange was previously approved in 1998. As highlighted within the Transport Impact Assessment for Broughton, Flintshire County Council view the construction of the new eastbound-on slip-road and westbound-off slip-road as being of network benefit to the area, by providing a 20% reduction in traffic passing through Broughton village to link onto the A55 to and from the east, thereby significantly improving environmental and highway safety conditions within local communities.

In order to facilitate the delivery of the slip roads, which would be constructed entirely on land within Assembly Government ownership, Flintshire County Council wishes to implement the works as a “County Highway Scheme”. The Council, as local highway authority, is satisfied that this scheme has network benefits for the county highway network and traffic congestion as well as direct economic benefits to both Warren Hall and the Airbus Facility at Broughton. The Council would utilise its powers conferred by the Highways Act 1980 by implementing the planning permission granted for the scheme in October 2004 (planning reference 036330).

The Minister for the Economy and Transport is being asked to consider the relative merits of the above scheme which is critical to the successful development of the Warren Hall Business Park.

The above scheme will be very retrograde for Chester Rd, Corwen Rd, Wrexham Rd environments in the village of Penyffordd.

Warren Hall Pre Amble by Charles Hughes and Derek Kirby

Warren Hall Business Park will saturate the village of Penyffordd even though we have Penyffordd By Pass.

In the last week or two Flintshire Highways have organized a little meet with Penyffordd councillors. It now turns out that Cllr Linda Vidamour and Cllr David Williams were on holiday.

Why have pre meets? Is this to try smooth the way with councillors so that its fine to have all this extra traffic short cutting through the village with no speed restrictions. To try to get councillors to persuade us stupid villagers that all this extra traffic will not make any difference at all.

As far as I can see Cllr Colin Bithell has stood by whilst Airbus and Broughton Park planning applications went through smoothly with no arguments from Penyffordd about the massive traffic increases.

We now have Warren Hall Business Park before us.

Then we have the new A55 Warren Hall exit to be built, Broughton Park extension to be built, perhaps 300 houses at The White Lion site Penymynydd then we have Saltney shopping park.
Wrexham UDP housing requirement will also add greatly to our traffic, it already does.

All this will add massively to Chester Rd Penyffordd traffic

Letter - Evening Leader - Warren Hall Infrastructure contracts

Hi Evening Leader
A letter for consideration.
I note that you report contracts are being put out for Warren Hall Business Park infrastructure.
The Warren Hall developments are going to increase traffic through Chester Rd, Penyffordd many fold. Flintshire County Council and The Welsh Assembly Government are currently ignoring our plight.
Flintshire Highways see Chester Rd as a spare trunk road to deal with the gross inefficiencies of Penyffordd By Pass and Penymynydd roundabout.
The other side of the coin to regeneration is environment. Chester Rd descends daily into a fast short cut for over a 1000 non residents vehicles usually at illegal speeds, many with illegal exhausts. The above developments will only add to our daily misery if we are not to be protected.
Chester Road, Penyffordd could be the first village in North Wales to benefit from The WAG's Manual for Streets. I hope The WAG and Flintshire County Council will consider diverting a very small percentage of development money to protect Penyffordd's threatened environment.

A Talk with GNI Jones in the woods

We meet Nigel in the woods. We are dog walking to retrieve transport after a barbecue at the Penyffordd Wine Circle. I report street light panel missing. Nigel is straight on to those who fix these things at Flintshire County Council. It appears there is a meeting tomorrow with regards Warren Hall developments.

Warren Hall developments will be very bad for Penyffordd and district unless we are protected.

Postscript. Cllr Cindy Hinds informs me the meeting is early September.

A Letter published in The Evening Leader

MB of Higher Kinnerton is concerned about the nightmare traffic increases, rat runs etc that Warren Hall Business Park will bring. The nightmare is already a reality in Chester Rd, Penyffordd. So far Flintshire County Council and The WAG are ignoring protests from Chester Rd, Penyffordd.
MB of Higher Kinnerton has every right to be concerned.

A Letter to The Evening Leader with regards Warren Hall Business Park

Re Warren Hall Business Park development as mentioned in your
lead article yesterday. Whilst the proposed Warren Hall Business Park
is good for Flintshire it is not going to be good for Penyffordd's environment.
As any commmuter knows Penyffordd By Pass is at grid lock at peak times
morning and evening.
The consultancy company that advised Flintshire
County Council with regards traffic flow around and in Penyffordd post
Warren Hall Business Park and the proposed A55 Warren Hall exit have seriously
under estimated the extra traffic that will use Penyffordd village centre.
I would hope that Flintshire County Council will look further at protecting
Penyffordd village centre from this coming traffic deluge.

Penyffordd a hick village?

Last night Community Councillor Linda Vidamour read out a letter from Flintshire County Council with regards traffic increases post Warren Hall and Broughton Developments. From what I can gather the answer was basically meaningless.
Flintshire County Council have something to hide perhaps.
FCC thinks Penyffordd a soft touch.
More councillors are needed like Linda.
