20MPH speed limits in residential areas.

A Flintshire community has been chosen for a pilot trial of lower traffic speed limits on residential streets

Traffic hammers through Chester Rd, Penyffordd everyday. 
I see 5 yr olds hurtling down Penymynydd Rd on scooters and not being able to stop at the Chester Rd junction.

Quite easy to measure. Just put some wires across the road. They can even identify specific vehicles using vehicle wheel layout data.

Wrexham BC have been building 20 mph speed limits in residential areas for the last 10 yrs. Our local MP's village has had 20 mph speed limits for quite some years.

Plans for 20mph speed limit in residential areas in Wales backed by Senedd.

Wrexham BC. have 20mph limits throughout the borough.

Flinshire CC have very little 20mph zones

Putting yellow lines on our former trunk roads in Penyffordd allows through traffic to go faster.
Locals on Chester Rd have no where to park unless you are on the committee at the Legion.

Penyffordd Community Council are not interested at all. As bad as FCC.
Most cllrs live in cul de sacs.

They are worse than when Tom Jones was in charge of Penyffordd.
Putting wires down to check speed and publishing results should be a standard health and safety procedure for the village.

Gosafe having some bother

I've been in correspondence with Penyffordd Community Council of late. I am personally against volunteers from the village getting involved in speed awareness issues. I remember standing with CBM Chris Pullen up Chester Rd. Chris had a speed camera and was pointing it at vehicles coming out of the middle of the village ( a major route to school) One gent stopped his car by Chris and demanded to know why Chris was wasting police time.

There are those that see issues with speeding cars and those that don't.

Lawlessness on the roads.

I've been out by the garage all afternoon, not a place I like to stay long. Wholesale speeding , illegal modified exhausts, Arriva buses speeding, motorcyles screaming along the bypass.

Arrive Alive, North Wales Police and Flintshire County Council will do nothing as do most of the councillors.
The village, county and country has gone to the dogs.
Does no one have any respect for the village they live in?

Arrive Alive and Flintshire County Council hide the traffic speed data so North Wales Police do not have to do their job.

I have a letter for The Leader this week if published will not be liked by NWP one bit.

I have asked the founder of this site who is against speed cameras how he suggests we stop 2000 idiots a day who speed through the village of Penyffordd, Chester.
Mobile Speed cameras do work I have had to modify my driving and I see better behaviour by lots of others. There are many places in Flintshire where people dont speed anymore. Unfortunately Chester Road, Penyffordd isnt one of them.

Points for you to answer Paul.

1. 2000 speeders a day who insult our rural village environment with excess traffic noise.

2. Motor Cyclists who do 80 -100 mph past my house, its a 30 mph speed limit

3. Our road has children going to school, horses, OAP's.

4. You talk of driving excellence of the UK.
Daily, I am tailgaited at 12 feet by idiots in cars and lorries at 50 - 70 mph with a dozen vehicles in front of me. I suffer these idiots most days. I see groups of cars tailgating. I see older people being pushed along the road because they won't do 60mph in an open limit.

6. Large 4 x 4 's who pile up behind trying to intimidate. (If the road is clear I always let the faster car go past.)
The number of idiots who drive on our roads daily is in the millions, its wholesale. Driving skills in the UK are declining. The roads are hostile especially in the morning for work and in the evening. Tailgaiters by the 100 who are going no where because there is so much traffic.

I had 4 tailgaiters last Friday tea time. One was a young girl in a Golf GTI, 10 feet from the back of my car, we are doing 60mph she is on her mobile, I have 10 cars in front of me on the A41 , no one is going anywhere.

I'm for hidden cameras and cats eye cameras for North Wales villages with the required warning signs. Hidden cameras make you do the limit all the way through the limited speed zone.
Or Spanish Traffic lights that turn to Red when the speed limit is broken and the more its broken the longer the light stays red.

Carl Sargeant AM writes to Arrive Alive with regards speeding motorists on Chester Rd Penyffordd

I thank Carl for his efforts. I will be sending a letter to Essi Ahari, Manager of the Arrive Alive North Wales Road Casualty Reduction Partnership (deep breath) on their system for monitoring speeding traffic and the false view they arrive at. The Arrive Alive Monitor suggest an average of 32mph. It does NOT look like an average of 32 mph where I am standing. We have one idiot motorcyclist that comes past my house at 80mph, his days are numbered..........No, I'm not going to put a 4x3 plank across the road, I will report him to PC Ian Millington when I manage to video him or get a picture. I will explain why the data for Chester Rd is flawed in my letter to The Partnership.

The Clerk to the Penyffordd Community Council has Traffic Calming in his Road

Because the Penyffordd CC refuses to be in the 21st century (no email address) (Sony Corporation have a similar problem) I decided to walk around with my letter. Low and behold there in his estate (turkey farm) are the exact items I am looking for Chester Road. Raised Plateau's. The angle's look a bit shallow but they are the "required item"
Well Mr Jones (Clerk to the Council) if they are good enough for you they are good enough for Chester Road.

Village Meeting Wednesday about Speeding Traffic

Speeding Traffic (Rat Run & Short Cut) at Chester Road, Penyffordd. (Tell interested parties)

Meeting Wednesday 2nd May 2007 at 4.00pm (This Wednesday)

Present : Highways, Beat Manager, ArriveAlive, Councillors and Concerned.

The following comments and proposals sent to interested parties

The Issue

Traffic will not obey Penyffordd Chester Rd 30 mph speed limit by a long mark.

Over 70% of through traffic ignore the speed limit.

Well over 50 % of traffic have no business in Penyffordd except using it as a short cut.

I intend to survey traffic using Penyffordd as a short cut

This is unattractive in terms of Environment and Safety. We have a Penyffordd By-Pass, it should be used by non Penyffordd traffic.

This turns the village into a hostile environment at certain times of the day

We have a by-pass motorists prefer driving through the village as it is shorter and more direct.

Traffic Noise appears to be doubled by the speeding vehicles.

Warren Farm A55 junction when completed will greatly increase traffic through Chester Road, Penyffordd.

Traffic speeds through the village from 06.00 am to 22.00 pm daily.

The Reasons

Penyffordd has mainly long straight roads plus gradients that have had little Speed Policing over the years. The motorists know this. They abuse our Village Environment.

Traffic Behaviour.

Short Cut traffic enter the village at Wrexham Rd and Corwen Road and exit village through Chester Road to Broughton avoiding the by-pass.

At Chester Road near the garage cars accelerate to 40-60 mph at Penymynydd Rd junction. They reach the open speed limit doing 60 mph and more.

The majority of traffic exceeds 30 mph unless stopping at The Post Office.

In the reverse direction, Broughton to Corwen Road / The Vounog traffic descends into the village at speed only being halted by occasional congestion at the Post Office or the bend by the garage.

The Solution

Make it highly unattractive for passing traffic to use the village.

Possible Methods of Traffic Calming.

  1. Make stretch of road from the Garage to The Institute 20 mph Compulsory. The Government encourage this near schools. Cheshire and Wrexham Councils have Compulsory 20 mph. zones.
  2. Make outside The Post Office a Long Single Lane. The other lane for parking.

Cefn Mawr have a good example of a long single lane.

  1. Construct a raised 100 mm plateau zebra crossing at The Post Office.
  2. The introduction of 100mm plateau's from The Garage to the Open Speed limit up the hill to Broughton. May I quote “Without the option of using vertical shifts, the most effective speed reducing measures are removed from the traffic calming armory, lessening the potential for achieving slower traffic and reduced accidents.”

(Vertical shifts STOP 80 mph motor cyclists and the 60 mph Rat Run FULL STOP.)

Secondary Quote. The most effective traffic calming measures for reducing vehicle speeds involve vertical shifts in the carriageway such as road humps, plateau and cushions. These measures are very dependent upon spacing for their effectiveness. At a spacing of 40-60m, 85 percentile speeds of less than 30kph may be achieved. Please visit Blacon Avenue, Blacon for proof.

  1. 7.5 Ton Weight Limit for village except for access.
  2. A radical approach. Introduce a One Way System. Motorists to access by-pass to enter village only.

The by-pass entry being useful for villagers but useless for the short cutters. Have No Entry signs for Wrexham Rd, Corwen Rd and Chester Rd. Villagers can go out but the Rat Run cannot enter the village by these roads.

  1. Arrivealive at Terrace Lane regularly. In the Terrace Lane (1st right out of village) position Traffic cannot accelerate out of the middle of the village because they cannot be certain that the radar van is not present.

The perfect position is inside The Institute for morning traffic as traffic from Broughton cannot see van to warn the Rat Run coming the other way.

  1. Noise reducing Surfaces.
  2. The extension of the 30 mph limit to Mrs Hibbert’s house (last house on the left. Rat Run Traffic reaches 40 – 70 mph here.

The Benefits of Traffic Calming to the village of Penyffordd.

  1. A large reduction in traffic noise and volume.
  2. A safer environment, a reduction in possible accidents
  3. Penyffordd remains a village instead of a rat run and short cut.
  4. Children can use bicycles to go to school, horses are safer in the village
  5. Pensioners are safer, Reduced noise levels. No racing motorcycles at 90 mph
  6. You’re house price.
  7. Less Air Pollution, children will be safer.

We should be A Village not a short cut route for outside traffic. We have a By- Pass.

You may not agree with what I have put down as suggestions, this does not matter. Protest in your own way. It is however in all our long term interests to stop this speeding traffic. It doesn’t matter if you complain after Wednesday as this matter will not be fully resolved then.

Make regular monthly complaints about the traffic if it is an issue with you. The council have a duty for our environmental well being, to protect us from this daily abuse.

A Valid Point by Cindy Hinds

At the Police Neighbourhood Forum on Tuesday, 16th January, 2007 in the Institute speeding was brought up along with heavy traffic that uses the village as a short cut instead of the by-pass. Community Beat Manager, Ian Millington did say that if anyone could take the names of the companies on the lorries or registration numbers of the heavy goods vehicles or speeding traffic he could look into it further. This is another angle of trying to stop it, but it is not a permanent solution.

Speeding in Penyffordd

As someone who travels by car through various regions of the UK I find our Community Council's view of speeding a little cavalier. Travel through Broughton regularly at plus 30 mph and you are sure to pick up a minimum of 3 points. Every working day 100's of cars travel through Chester Rd, Penyffordd at plus 30mph with impunity. My beef is the noise (for me) and dangers to the community. The stretch of road between Penymynydd Rd and the Garage has various activities, pensioners travelling at 0.5 mph across the road to get pensions, school children some unaccompanied, horses, bus stops near junctions, a give way road that should be a stop road, idiots driving through the village at speed.
The recipe does not look promising.
The committee's answer to my issue is to get the village bobby to look into the matter.
This matter although partly in his domain is a matter also for the Community Council and County Council.
Two weeks on traffic still zooms............................................
