Penyffordd Community Council have arranged a special meeting tomorrow night.

A Brief History of Dobshill

Dobshill - Dawbes Hill 1615, Dobs Hill 1785

Today Dobshill refers to the cross-roads where the road from Buckley crosses the road from Hawarden to Wrexham. But the hill called Dobshill is actually to the east of the cross-roads. Dawb or Dob or the surname Dobs is a common enough name that appears in Parish Registers.

Despite that we nothing about the particular man who gave his name to the hill.

Plans for farm to store 24 electricity containers in Penyffordd

Now in force. One Way Penymynydd Rd near St John's primary Penymynydd

Police are stopping drivers flouting the new rules, they are issuing on the spot fines.

40 houses Rhos Rd given the go ahead.

Welsh Water stopped the above development temporarily on the grounds of insufficient drainage.
( What did Penyffordd Community Council do?)

Penyffordd and Penymynydd Community Group had commented that drainage is not grounds for refusal of planning.

And so it has come to pass................

More Developments Planned

National Grid ( I think) want to develop a power supply structure near Penyffordd Train Station. The development will house batteries in about 40 shipping containers. A planning application has been submitted to Flintshire County Council. The area to be developed is over 770 sq yds in area. Its proposed position is the other side of the railway from Penyfford village.

Mobile Phone 4G O2 bottom of Penymynydd Rd/ Chester Rd now functioning

I noticed the other day I get 4G in the garden and some parts of the house. This new for us.

Wifi in our house is in my office. I've turned ours off as its situated in my office. Its akin to sitting in microwave cooker. ( well slightly)

Radio frequency affects humans at a cellular level, its not good for you. ie carrying your phone around all day in your pocket.

In USA technicians have to work on micro wave equipment which is turned on. The rates of leukemia and other cancers in these technicians is rising

Google Dr Jack Kruse and mobile phones for proof. He usually quotes scientific research. He has a Facebook page. He's well off the planet !

I'm trying to get Lisa to distance herself from her iphone when possible. Managed to persuade her not to keep it under her pillow at night !

New iphones deal with 5 times as much radio frequency............. not good.

Owl Watch Team were in Penyffordd

OWL watch team will be Penyffordd Community Centre 1-3pm Friday 2nd holding a neighbourhood crime prevention pop up, crime buster tomboys, safety out and about, summertime crime, safety of your property. North Wales Police will be bike marking if you want to bring bikes to be coded by them.
Saturday 3rd OWL watch will be at Hanson's, Padeswood open charity day - with its new crime scene forensics scene, jail & mascots starts 10am

I've been before.

The manufacture is largely computer controlled, the control room part of the tour last time I visited. I seem to remember one person can run the production over night. Much to a former Penyffordd Community Cllr's horror.

I'd like to go up the tower. They have a lift. Not sure if its on the menu though I think not. Previously they've allowed school children up there.

New Penyffordd Post Office Review

We here weren't very happy when we found the post office was moving. I had an arrangement with Mary where I just handed over our daily parcels and paid twice a month. Also standing at the counter with one member of staff and me wanting 10 parcels processed a downer for those behind me in the queue :(  One of the other advantages I think was less bank charges for both of us. It was also 80 yards from our house.

Now I have to walk quarter of a mile..................

Opening times at the Spar are double those of the Post Office. We've opened an online account with the Post Office. We now process most of our parcels in house. I can even take parcels on Sundays. I think they are collected Monday though.

Penyffordd Facebook page members report a few downers. No staff on duty to do car tax. Can't put money into Natwest.

Natwest thing most probably Natwest's fault. With banks closing at a fast rate Government should force banks to make the Post Office bank friendly.

postscript. moving money between Santander and other banks seems an issue to.

On the Wellhouse estate someone's back door was tried by a middle aged male with dark hair in broad daylight. Use your mobile to take pictures of such miscreants and give them to our PCSO.

These people need locking up with added hard labour till they see the light.

Water Utility Network Maintenance

Dee Valley Water have put a leaflet through the door. Water supply may be interrupted where I live Chester Rd  - Penymynydd Rd junction on August 23 and 24 between 7 pm and 11 pm.

Just when I have a bath......

We still have one of those old fashioned cold water header tanks which come in helpful in such situations.
Best keep an eye on your letter box for a leaflet. Don't know where work is being carried out.

postscript: Outside Penyffordd Primary School. 25th - job looks done ready for hole to be filled in. We've had brown water yesterday.

Travellers spotted in Penyffordd

Villagers have spotted two white pick ups near the Institute field. Children were seen coming off the field then getting into white pickups.

An emergency stop for toilet duties?
Or a fishing trip for a new site to temporarily reside?

The current open gate policy at the Institute may need to be modified.
Maybe very quickly.
This of course will be a PIA for the village residents with regards use of our facility.

Cindy and David are on the case.
Its about time certain actions are no longer tolerated.

Penyffordd Post Office Opening Hours



Opening hours are good for us here. I took my parcels 8.30am the other morning. No queue. We can even take them 10.30pm if we are so inclined.

Penyffordd Spar Post Office now open for business......

The Spar - New Post Office

My wife Lisa has been passed the Spar this morning at 6.55 am with the dog. There were 5 people standing in a queue waiting for it to open.

Theoretically the new post office opens in the Spar tomorrow. There will  have been 2 days without a post office in the village. I'll be turning up with about 10 packages.

Perhaps best to leave it an hour or two.
The opening hours of the Spar are very attractive, it will be interesting to see what hours the post office side will have.

Normally we would take parcels over the road, let Karen and Kath process parcels then give us a bill. Mary got a percentage for the process.

We have now signed up with the Post Office online. We have to do our own processing, printing stamp labels after determining correct postage with our letter box templates.
Then we just hand them over to Spar staff I think.............

No one needs to do as us. It just stops me being there with a queue behind me for 15 minutes.
Perhaps we can get discounts out of the Post Office.....


Door Knockers

Completely unrelated to the post but worth mentioning on your blog.
Today we had some 'nottingham knockers' down our street (millstone area of penyffordd), knocking on doors and selling household wares. 3 young lads, claiming to be ex offenders on a rehabilitation program. No doubt a scam, and could be more sinister - casing out streets / houses. Can you make everyone aware please and to call 101 to report this if they experience the same thing. Better to be safe than sorry, we don't want cold callers frequenting the area.

Penyffordd Village Post Office closes

Today was the last day for our Post Office in Chester Rd.
Many thanks to Karen and Kath for the excellent service with a smile they provided.

The Post Office is moving to The Spar on Hawarden Rd.
Most probably opening this Friday.
Karen and Kath are not part of the move.

Not sure our senior villagers will like the change.
Some of our older villagers need help when getting money on their money cards.

One old chap who came in the Post Office would be asked for his pin numbers and he would shout it out at the top of his voice.............................

Today I had to park in Crossways to use The Spar that's without the new post office traffic.
Looks like it will be Fred Carno's circus outside The Spar in future.

How many Penyffordd Cllrs will be writing to Flintshire County Council Planning members over the Redrow 192 houses?

An interesting question.
I mean individual councillors not the council as a group.

Cllr Cindy Hinds is on the Planning committee so Cindy can petition planning members in person.

Is it bad form for community councillors to write to county councillors ( FCC  planning members)?

Or will it be Penyffordd Community Council letter agreed mid September sent to Flintshire planners, job done?

I intend to raise this matter on the Penyffordd against Redrow Facebook forum.

Their contact details are below. I'm thinking of writing to them all on each different point relevant to me. One of the main points of the recent protest meeting is that committee members need to be bombarded with quality objects.

If you are objecting, your objection needs to be personal to you and relate to a planning regulation - how will the development affect you personally. These are the most important examples -
2000-2015 UDP (Chapter 11 – Housing (11.17)) ‘The approach to housing should also give consideration to the need to avoid OVER DEVELOPMENT in villages, and to protect against provision for DISPLACED HOUSING FROM CHESHIRE, ESPECIALLY IN BORDER AREAS AROUND CHESTER. IN THE PAST SUCH DEMAND HAS LED TO EXCESSIVE GROWTH IN SOME VILLAGES WHICH CANNOT BE SUSTAINED.’
2000-2015 UDP Chapter 11- Housing (11.16)
‘‘The plan therefore seeks to provide primarily for LOCAL NEED, and a reasonable amount of IN-MIGRATION. The issue of house price increases and social exclusion are to be addressed through a FIRM APPROACH to securing affordable housing."
2000-2015 UDP Chapter 11 – Housing (11.7) ‘requires local authorities to apply a search sequence in identifying sites to be allocated for housing in the UDP. This means that previously developed land or under used buildings, including surplus employment land, should be allocated for housing BEFORE new greenfield sites.’
2000-2015 UDP Chapter 11 – Housing (11.48) ‘In Category B settlements...Justification in terms of meeting housing need would include both local housing need and/or an explanation OF WHY THE DEVELOPMENT NEEDS TO TAKE PLACE IN A CATEGORY-B RATHER THAN A CATEGORY-A SETTLEMENT.’
2000-2015 UDP Chapter 11 – Housing (11.74) ‘To meet identified housing needs the North East Wales Market Housing Assessment (NEWHMA) study recommends that 38% OF ALL NEW HOUSING BUILT IN FLINTSHIRE BE DEDICATED AFFORDABLE HOMES, AND THAT THERE SHOULD BE GREATER VARIATION IN THE TYPES AND TENURES OF ALL HOMES PROVIDED TO MEET THE NEEDS OF LOWER INCOME HOUSEHOLDS, SINGLE AND TWO PERSON HOUSEHOLDS AS WELL AS ELDERLEY AND DISABLED HOUSEHOLDS.’ e.g.there are no bungalows and only 19 affordable homes in the Redrow plan.
2.5 Priorities for Urban Areas and Rural Areas ‘Planning Policy Wales (PPW) sets out the Welsh | Government’s priorities for urban and rural areas respectively as follows: to secure environmentally sound and SOCIALLY INCLUSIVE REGENERATION in those urban areas which require it, so that they become more desirable places in which to live and work; and foster sustainable change, IN PARTICULAR MAKING IT POSSIBLE TO LIVE WITH LESS NOISE, CONGESTION AND TRAFFIC POLLUTION, and improving the quality of life. To secure sustainable rural communities with access to AFFORDABLE HOUSING. This development has no provision for homes for the elderly or disabled.
25. Population, Household Growth and Housing Topic Paper No. 10 June 2015, page 2 ‘Population growth is SLOWING DOWN IN FLINTSHIRE in comparison to historical trends (the last 30 years.). 20011 Census based WG projections indicated that Flintshire’s population is only likely to grow by 2% over the plan period for the LDP.’ – 2015-2030. If this is true, why is there a need for 190 homes in a village that has already been developed to the maximum?

The New Village Politics?

I went to the Penyffordd Against Redrow meeting the other night at the Legion. Looking around I saw Cllrs David Williams, Cindy Hinds and Linda Vidamour ( edit :Jeff Priddin ) among'st the 100 plus attendance. Perhaps there were others there. There's a couple of cllr faces I don't know. Not many councillors present anyway. Disappointing.

What was refreshing was to see concerned villagers galvanised into action. Protest boards up and running. Two meetings already. All in a matter of weeks. Bright young people with the knowledge and determination to make maximum impact against urban sprawl.

Also the developing of a proposed community plan that is the way forward for Flintshire communities. A new website to be up and running.

The calling of expertise within the community to help.

This is indeed new village  politics ie. no politics at all.

I will put up details of the proposed community plan for those who have not seen.

190 more Redrow houses - Suggestions and Points

It has been suggested that I am not being very vocal over the above issue. This is true. Two years ago nearly to the month I was in the Maelor on my way to the River Styx, this altered my take on life somewhat. Two years on I am nearly fully recovered thanks to Maelor hospital staff.

To the subject in question. Eight years of fighting Penyffordd Community Council and Flintshire County Council over 2000 cars a day speeding past my house.

What did I learn? Best to have the Community Council with you. This was a little difficult as they said my issue was nothing to do with them at all. ( A lie communicated verbally)

What options have the Against 19O Redrow  Houses Committee have?

How much in need is The County in need of extra money, the answer greatly.

I would suggest letters to the papers AND many posters saying that below lining all the major roads into Penyffordd and Penymynydd.

postscript: Plus written objection outlining points made by the Against the Redrow Development which needs to be in by tomorrow the 29th.

Further Comment on 190 extra houses - brought to the top

Anon says " Following the 'Brexit' debacle - construction is exactly what the country needs to boost it's economy. Providing that the council work to get what they need from the 106 agreements and any further cash they can get to help local amenities then I don't see why halting the build of 190 new homes is a problem."

This is my 2 penny worth, may sound a bit of rant in parts but I'm pretty cool about it.

You say " Brexit debacle" and "190 houses not a problem"

Lets take the "190 houses not a problem" first.

1. I want to live in a village not an urban sprawl.
2. I want to live in a village with little traffic.
3. I want to live in a village where I can call my doctor and get an appointment next
day and not have to wait 90 minutes in the waiting room.
4. Current villagers with young children want to know that their child will go to Castell Alun and not have to compete for entry with an extra 190 new households on top of the expanding new residents from existing recent developments. Last time I looked Castell Alun was "full up".
5. I don't want to be standing in a queue every day when I go to the Post Office.
6. I don't want to be sitting in queues to get out of the village, bypass or Chester Rd
7. Well House estate don't want 190 new houses.
8. More ASBO which cannot be dealt with properly by an overstretched North Wales Police.

More people mean more crime and anti social behavior
Local residents children will not be able to buy any of these houses.

I presume you are one of those that think we are foolish
17 million people nationally, 49,000 in Flintshire who voted to leave the EU.
I was one of the 49,000.

This despite "advice" from President Obama, David Cameron, Mark Tami MP, George Osborne, lefty celebs, Universities, large business, the EU, BBC, local largest employer Airbus, Uncle Tom Cobley and all that remain was the only option.

My dad fought in World War 2 against a dictatorship, I voted against the EU because it is basically a dictatorship.

We've sacked David Cameron, George Osborne and the EU.
I'd like to sack the BBC, stop paying the License Fee.

I've stopped taking The Daily Post and The Flintshire Chronicle over their tardiness with the result

GHA Bus Company who take Penyffordd school children to Castell Alun have gone bust as of last night. 400 redundancies. ( edit 320)

Alternative arrangement will be made.

GHA were the biggest bus company in Wales.

190 more houses - A Point of View

"I think Penyffordd & Penymynydd is stretched for amenities as is - but this future development is a positive thing - as it will push the need over the edge to therefore bring better services.

In such a green and pleasant village - won't 190 new houses be a good thing? In general the purchase pool is MBNA and British Aerospace, both of which represents higher earning, respectable members of the community.

walking round older areas of Penymnynydd around Penymynydd road some of the houses are tired, badly looked after and the low cost of these houses has the potential to attract society members with lower standards.

Personally I feel the development won't inherently change the feel of anything, is situated on a parcel of land that at the moment no one can see anyway, so therefore isn't spoiling any vistas etc, and would bring much needed wealth into the area."

I have been told that messages have gone out on facebook complaining that the meeting was not publicised well enough, and maybe there is a point in that, but I would hope that it can be understood that Friday was a starting point for more meetings as word gets around. I have also been told that there is a meeting to be held again on Monday, so if anybody can enlighten me further, I will happily attend, as will Cindy.

I have also attached copies of the plans Redrow have sent me, and I have also been sent details of the application that is on Flintshires site where I have copied the link below. No formal notice has been sent out to me as yet, but as soon as I get any more information I will send it on to you.

Education News

New plans for a new primary school have been finalised. This is to replace the two existing primary schools in the village.
Clue. It's got nothing to do with LDP Pen041.

Can't see why St John's can't be thrown in too, a bridge too far for the Church of Wales. Perhaps we should be like France ie. secular, having no religious schools.

Saying that we are a Christian nation, those who choose different should live with it or go.
I await a visit by NWP to question my thoughts...........

A primary school site has been chosen, 2019 being the target date for completion.
More details when an official announcement is made.

February Meeting 2016

247. Millstone Playing Field

The Millstone Play Area project has been ongoing for over 18 months with continued discussions with the children of the village.
The Council have obtained three independent quotes which have been accepted by Cory
Environmental Trust and Flintshire County Council. The Working Group have now reviewed and
considered the three quotes and proposed to the Council that Ludus Leisure Limited be instructed for
the first stage of the project; Wheeled Sport Area and Fitness equipment.
The Community Council have been successful in securing a Grant of £50,000 from Cory Environmental
Trust and in their Agreement it states that work on this project must commence no later than the 31st
March 2016, therefore, the Clerk will contact Ludus as a priority .
Cllr Williams brought plans to the table showing Councillors of what work will take place under the first stage.

The Chair expressed the Councils appreciation to Cllr Williams, Pete Griffiths, Geoff Roberts, Mikey
Worrall and Eric Williams for their hard work in cutting back the hedges of the Millstone Play Area.
IT WAS RESOLVED the full Council agree and requested the Clerk to confirm the above in writing to Ludus Leisure Ltd and instruct them to commence with the first stage.

March Meeting 2016

274. Millstone Playing Field

Cllr Williams advised the Council that Ludus have processed our order and the equipment is currently being manufactured.
A site visit with Cllrs Williams, H Jones, Ludus and Cottle Engineering highlighted the need for a larger tarmac area, the additional costs should be offset against the groundworks. They have advised that the groundworks has been slightly delayed due to weather but have ensured the Council it will commence the

2nd or 3rd week in March in accordance with the timescales stated in the Contract from Cory Environmental Trust.
Cllr Williams has also communicated the above with Cory Trust advising that once the work is ready to commence that the Council would like to invite the Press and publicise the project. Cory Trust have expressed an interest in attending.
IT WAS RESOLVED Cllr Williams will liaise with Cory Environmental Trust.


April Meeting 2016

308. Millstone Playing Field
Cllr Williams provided the following report: ‘The groundwork should be commencing on Monday 11th April. I am arranging for a publicity exercise for the week I am back where I will invite the press, Cory Trust, Ludus and youths of the village to get more publicity and have a real drive at raising more funds. We will then be in a position to consider the next phase of preparation for installation of the play equipment.
Following a recent survey by Ludus they have advised the area of hard standing to be delivered is now 25% bigger than our original quotation. Ground conditions have been found to be significantly worse (much softer) in the revised Skate Park location (closer to the hedge/road) than originally experienced. This has affected the scheme total from £54263.00 to £61818.00.
Cllr Hinds advised that there will be a site meeting with Ludus on Friday 11th April at 10.00am.
IT WAS RESOLVED that the Council wish to proceed with the above and Cllrs Hinds and H Jones will attend the site meeting together with Mike Eastwood, Area Co-ordinator.


May meeting 2016
15. Millstone Playing Field
Cllr Williams had requested updated estimates from three suppliers for phase 2 & 3 of the Millstone Play Area project, to date only one had been received which was from HAGS.
Mr McGrath attended a site meeting prior to the meeting to view the area and present proposed plans
with an estimate to the Council. The Council advised Mr McGrath of the current funding available and requested a number of alterations to the estimate.
It was highlighted to the Council by the Clerk that quote for phase 1 and estimates for phase 2 & 3 are exclusive of VAT. The possible VAT cost which could be in the region of £28,000 would obviously exceed the £120,000 budget. The Council would be able to claim the VAT within one month of receiving the invoice.
Cllr Williams raised a number of concerns regarding phase 1 of the project which will be addressed at
a later date.

Skate Park - A Neighbour writes...................

"Well the skate park is finally finished, I was quite pleased when I heard that it was being constructed - good for the kids like mentioned.
It's only been a few hours and it's already driving me around the bend! The park has been made out of cheap and flimsy hollow material which resonates every time the board lands on it. It should be concrete!
It's 11pm now and the noise is clearly audible in my house, like someone hammering outside my window - I have to be up at 5am for work too. Awesome. Great work Penyffordd Council, why wasn't a good quality one specced? At least make it out of stronger material and fill the hollow gap inside to ramps with sound deadening!
i'll be putting in a complaint to Flintshire council about the noise, it's too much."

The main carriageway is closed heading westbound at J33B for Ewloe and J33A Northop Hall East. A coach and lorry have crashed. There is lots of queuing traffic and congestion going to J35 Dobbs Hill and on to the A494 and A548 Sealand Road and Drome Corner.

Penyffordd Community Council stepping further into the 21st century?

A quick browse at the last meeting agenda shows an item to discuss a possible Facebook page for the council.

This is indeed a very large step forward if it takes place.

So if it happens we go from minimal council exposure to residents to maximum.
The item was discussed 2 weeks ago.

I would like to see it happen, not sure that councillors will though.

We have a bypass so why should through traffic come through village? You may say you pay your road tax so you are entitled to use roads that you choose.

Why do we allow HGV through the village?
I think we have local hauliers who drink in the local pub with certain councillors.

I'm told banning HGV is not possible for Penyffordd

Saughall councillors think otherwise.

Big Shoes to Fill

With the recent death of Tom Jones there now exists a position of Community Cllr. The notice is outside the post office.

Only skimmed document but it basically says that residents have a certain amount of time to put forward names of candidates. If no candidates are put forward the community council will pick someone.

The position lasts for a year until the next elections.

Someone did the All Day Breakfast last Sunday morning, left car parked on path at Chester Rd / Penymynydd Rd junction.

Result one parking fine.

FCC are playing hard ball over illegal parking.

Best park properly.

Won't be giving up the day job (video quality). There was a delayed reaction, downpour then it stopped. Then a large surge of water came down Penymynydd Rd. The highways drainage system can't cope, the covered stream that runs down Penymynydd Rd can't cope, the manhole covers are forced up with water pressure.

postscript: Perhaps I should qualify further. If you protest or are a pain in the butt about something it may involve a community council, a county council, a police force, a political party whatever.

Discrediting individuals who make a stand or whistle blowers is  the way to go.

I know one person who lives in this village who got stopped 4 times in two weeks for breathyliser checks. His crime? Appearing before an enquiry criticising N Wales Police.

Mobile phones and computers are the perfect gift for those in power that abuse power.
