This is the latest email from David Williams.

Hello All,

Just making contact as agreed where hopefully Ken can get the subgroup organised and we can branch out information as it comes to us.


I have been told that messages have gone out on facebook complaining that the meeting was not publicised well enough, and maybe there is a point in that, but I would hope that it can be understood that Friday was a starting point for more meetings as word gets around. I have also been told that there is a meeting to be held again on Monday, so if anybody can enlighten me further, I will happily attend, as will Cindy.

I have also attached copies of the plans Redrow have sent me, and I have also been sent details of the application that is on Flintshires site where I have copied the link below. No formal notice has been sent out to me as yet, but as soon as I get any more information I will send it on to you.

New plans for a new primary school have been finalised. This is to replace the two existing primary schools in the village.
Clue. It's got nothing to do with LDP Pen041.

Can't see why St John's can't be thrown in too, a bridge too far for the Church of Wales. Perhaps we should be like France ie. secular, having no religious schools.

Saying that we are a Christian nation, those who choose different should live with it or go.
I await a visit by NWP to question my thoughts...........

A primary school site has been chosen, 2019 being the target date for completion.
More details when an official announcement is made.

February Meeting 2016

247. Millstone Playing Field

The Millstone Play Area project has been ongoing for over 18 months with continued discussions with the children of the village.
The Council have obtained three independent quotes which have been accepted by Cory
Environmental Trust and Flintshire County Council. The Working Group have now reviewed and
considered the three quotes and proposed to the Council that Ludus Leisure Limited be instructed for
the first stage of the project; Wheeled Sport Area and Fitness equipment.
The Community Council have been successful in securing a Grant of £50,000 from Cory Environmental
Trust and in their Agreement it states that work on this project must commence no later than the 31st
March 2016, therefore, the Clerk will contact Ludus as a priority .
Cllr Williams brought plans to the table showing Councillors of what work will take place under the first stage.

The Chair expressed the Councils appreciation to Cllr Williams, Pete Griffiths, Geoff Roberts, Mikey
Worrall and Eric Williams for their hard work in cutting back the hedges of the Millstone Play Area.
IT WAS RESOLVED the full Council agree and requested the Clerk to confirm the above in writing to Ludus Leisure Ltd and instruct them to commence with the first stage.

March Meeting 2016

274. Millstone Playing Field

Cllr Williams advised the Council that Ludus have processed our order and the equipment is currently being manufactured.
A site visit with Cllrs Williams, H Jones, Ludus and Cottle Engineering highlighted the need for a larger tarmac area, the additional costs should be offset against the groundworks. They have advised that the groundworks has been slightly delayed due to weather but have ensured the Council it will commence the

2nd or 3rd week in March in accordance with the timescales stated in the Contract from Cory Environmental Trust.
Cllr Williams has also communicated the above with Cory Trust advising that once the work is ready to commence that the Council would like to invite the Press and publicise the project. Cory Trust have expressed an interest in attending.
IT WAS RESOLVED Cllr Williams will liaise with Cory Environmental Trust.


April Meeting 2016

308. Millstone Playing Field
Cllr Williams provided the following report: ‘The groundwork should be commencing on Monday 11th April. I am arranging for a publicity exercise for the week I am back where I will invite the press, Cory Trust, Ludus and youths of the village to get more publicity and have a real drive at raising more funds. We will then be in a position to consider the next phase of preparation for installation of the play equipment.
Following a recent survey by Ludus they have advised the area of hard standing to be delivered is now 25% bigger than our original quotation. Ground conditions have been found to be significantly worse (much softer) in the revised Skate Park location (closer to the hedge/road) than originally experienced. This has affected the scheme total from £54263.00 to £61818.00.
Cllr Hinds advised that there will be a site meeting with Ludus on Friday 11th April at 10.00am.
IT WAS RESOLVED that the Council wish to proceed with the above and Cllrs Hinds and H Jones will attend the site meeting together with Mike Eastwood, Area Co-ordinator.


May meeting 2016
15. Millstone Playing Field
Cllr Williams had requested updated estimates from three suppliers for phase 2 & 3 of the Millstone Play Area project, to date only one had been received which was from HAGS.
Mr McGrath attended a site meeting prior to the meeting to view the area and present proposed plans
with an estimate to the Council. The Council advised Mr McGrath of the current funding available and requested a number of alterations to the estimate.
It was highlighted to the Council by the Clerk that quote for phase 1 and estimates for phase 2 & 3 are exclusive of VAT. The possible VAT cost which could be in the region of £28,000 would obviously exceed the £120,000 budget. The Council would be able to claim the VAT within one month of receiving the invoice.
Cllr Williams raised a number of concerns regarding phase 1 of the project which will be addressed at
a later date.

Skate Park - A Neighbour writes...................

"Well the skate park is finally finished, I was quite pleased when I heard that it was being constructed - good for the kids like mentioned.
It's only been a few hours and it's already driving me around the bend! The park has been made out of cheap and flimsy hollow material which resonates every time the board lands on it. It should be concrete!
It's 11pm now and the noise is clearly audible in my house, like someone hammering outside my window - I have to be up at 5am for work too. Awesome. Great work Penyffordd Council, why wasn't a good quality one specced? At least make it out of stronger material and fill the hollow gap inside to ramps with sound deadening!
i'll be putting in a complaint to Flintshire council about the noise, it's too much."

The main carriageway is closed heading westbound at J33B for Ewloe and J33A Northop Hall East. A coach and lorry have crashed. There is lots of queuing traffic and congestion going to J35 Dobbs Hill and on to the A494 and A548 Sealand Road and Drome Corner.

A quick browse at the last meeting agenda shows an item to discuss a possible Facebook page for the council.

This is indeed a very large step forward if it takes place.

So if it happens we go from minimal council exposure to residents to maximum.
The item was discussed 2 weeks ago.

I would like to see it happen, not sure that councillors will though.

We have a bypass so why should through traffic come through village? You may say you pay your road tax so you are entitled to use roads that you choose.

Why do we allow HGV through the village?
I think we have local hauliers who drink in the local pub with certain councillors.

I'm told banning HGV is not possible for Penyffordd

Saughall councillors think otherwise.

Big Shoes to Fill

With the recent death of Tom Jones there now exists a position of Community Cllr. The notice is outside the post office.

Only skimmed document but it basically says that residents have a certain amount of time to put forward names of candidates. If no candidates are put forward the community council will pick someone.

The position lasts for a year until the next elections.

Result one parking fine.

FCC are playing hard ball over illegal parking.

Best park properly.

Won't be giving up the day job (video quality). There was a delayed reaction, downpour then it stopped. Then a large surge of water came down Penymynydd Rd. The highways drainage system can't cope, the covered stream that runs down Penymynydd Rd can't cope, the manhole covers are forced up with water pressure.

In Cindy's Newsletter there is a phone number to contact Manweb should there be an issue with a substation. I have one near me. I'm putting it on here so its online and Google searchable.

Up Creek Without Paddle

It would appear that access to a vehicle will be a "must have" in the future if you want to leave the village.

Un-economical bus services are being cut back.

I read in Cllr Cindy Hinds' newsletter that Sunday service to Chester has been cut.

Travelling to your doctors in Hope and Buckley is going to be difficult. Best not be ill. I suppose there's always the ambulance :)

Flintshire County Council are going to phase out subsidies for bus services over the next 3 years.
This will make more bus routes uneconomical. ie. withdrawn

The Community Transport option being muted seems very "Dad's Army".

Which Cindy describes as ludicrous.

Haven't done a google on being urban yet but I can imagine its an excuse for more housing...
Perhaps we are at present "rural".

Gosafe having some bother

I've been in correspondence with Penyffordd Community Council of late. I am personally against volunteers from the village getting involved in speed awareness issues. I remember standing with CBM Chris Pullen up Chester Rd. Chris had a speed camera and was pointing it at vehicles coming out of the middle of the village ( a major route to school) One gent stopped his car by Chris and demanded to know why Chris was wasting police time.

There are those that see issues with speeding cars and those that don't.

IT Dept acting silly - Bt Infinity

Its BT Infinity day for us today. Internet goes off 9.15 am. Get new box out of the packaging which came in the post last week, connect the network, switch BT Hub 5 on. A bit of light flashing, blue light appears looks like we are in business.

On the sheet of paper it says "set up your first device using smart setup"

Just open your web browser, it only takes a few minutes.

So I'm sitting there head scratching, why hasn't the smart set up appeared?
No internet to ask why without driving around looking for a wifi hotspot for Lisa's mobile.

So I get Lisa to ring BT, I've already turned computer on and off, turned off my adblocker, even tried Internet Explorer instead of Chrome.

I suddenly realise we have Internet as I'm talking to BT lady, profuse apologies follow..................
What it should say on leaflet is that you should just connect box to your network and everything should work without messing around putting passwords and username stuff in.

Its that smart it doesn't even tell you its working..............

Only thing we had to alter was Lisa's iphone setting password for wireless.
My o2 phone didn't need anything altering ( edit I write pants)

Do our computers go any faster? I would say yes. Might even go faster when I put adblocker back on.
I know someone who cancelled their Infinity because the individual couldn't see and difference. Problem being vastly out of date computer and using computer for such stuff as emails etc.

Infinity being a video thing really and multiple internet activity.

I increasingly watch YouTube and will be buying Chromecast to watch stuff on the main telly with Lisa.

Taking the medicine

I've been taking a 7 day course of antibiotics, now finished.
I've also been feeling out of sorts.

Tired, no appetite, food tastes like cardboard, can't drink red wine.

Another local tragedy

Another life claimed at Pontblyddyn. Nothing more can be done they say. How about calling it an accident zone and reducing speed to 20 mph compulsory?

Except for access

I've had to loiter up near Edwina's old house on two occasions recently. One just before children pick up. It's at the top of Penymynydd Rd,  Penymynydd. The road has been altered to marry up with the new White Lion estate.

I saw about 20 vehicles in 15 minutes drive through the small "except for access" section.

Except for access a bit of an ambiguous term. How about access for residents only?

Should have put a few bollards across the end. County Council's don't like doing that though.

I'd put my photo of the council agenda but the morning mists have not yet evaporated inside the notice board.
Perhaps I will put it on to show the issue.
Can't see notice on council website yet.
Perhaps we need a new board that doesn't do condensation. Do they exist?




My translation of the Community Asset Transfer. An officer from Flintshire County Council will be coming along to discuss how FCC are going to offload county assets to Penyffordd  so that FCC's costs are lowered. The maintenance of transferred assets to be met by the community on top of the annual county council rates.

Penyffordd Historic Map

Terrace lane was called Blackbrook Lane

There was a row of terraced houses at the start of Terrace lane where a single house now stands.

Penyffordd Train Station ( middle of village) was called Hope Station

Rhos Rd was called Rhos Y Brwyner

The Royal Oak pub was near Vaughan's Butchers.

There's a brick works off  Blackbrook Lane, now called Terrace lane

The Red Lion and Millstone are on the map

Current Penyffordd Train Station was called Hope Junction

Hope Oil Works was down the line from Penyffordd Train Station (middle of village)
Oil was extracted from coal there were various factories, including one in Padeswood.
The environment in this area must have been awful, sulphorus fumes, smoke, etc
This all came to an abrupt stop in the late 1800's when the Americans started pulling oil out the ground on an industrial scale.

The saying " If you have nothing to hide you have nothing to fear" a classic.

Millions of people have died as a result of corrupt western politicians. It's happening at the moment in Yemen and Syria. We are implicated in the above struggles.
Innocent people are being killed.

Local Transport Issues - Update

Previously I have communicated a councillor email on these pages with regards potential future plans on local public transport.

A notice based on the email was/is in the Post Office window, I had a copy put in my letter box.

I am advised that the blog contents with regards the above email which was copied verbatim are not correct so I have removed page.

The following appears to be the case.

Flintshire County Council are looking at ways to save money as Westminster are reducing budgets. In turn Welsh Assembly Government will have to reduce money given to councils.


FCC are looking at under utilised services. Local transport is one of the areas being looked at.

I am advised that

"the proposal is for the subsidy to be withdrawn for any under-utilised journeys or bus routes that are no longer cost effective."

I presume this issue will be discussed at Penyffordd Community Council meeting this coming Wednesday at 6.30 pm. You are cordially invited to attend.

A Penyffordd Councillor who cares about speeding traffic ( the lives of Penyffordd residents which includes children )

Now there's a rarity. Stand up Cllr David Walker. David has raised the issue of having a Community Speed Watch. Looks like he's having slight trouble with the paperwork. David however is not to be put off. You will need great determination David,  Penyffordd Council hate anything to do with speeding

How about getting Gosafe on Chester Rd, David?

Each work day between 7 - 9 am there is a significant minority that hammer through the village, speed bumps or no speed bumps. Overtaking outside The Institute.

I think we should have compulsory 20 mph zones. Chester Rd, Spar, Youth Club, minimum.

What's the difference between Gosafe and Community Speed Watch?

Gosafe. - Staffed by ex servicemen who can handle themselves, locked inside a van, they have anti personnel equipment, they give people points and fines. They have the law on their side. They are anonymous, you don't know who they are or where they live

You will be known to some of the speeding locals, speeding drivers can be idiots, Are you up for abuse ( no pepper spray for you) The way of dealing with miscreants is too long winded.
Speeding points and fines hurt.

When I was protesting against 2000+ a day speeders through Chester Rd, I got personal abuse, my car damaged twice, late night phone calls ( I'm exdirectory )
Some of my antagonists should be ashamed of themselves, yes I know who you are.

I think Community Speed Watch is all up hill in effort with little return long term.

Penyffordd Cllrs are famous for their indifference to speeders, most of them live up cul de sacs.
When I complained I was told speeding was nothing to do with the community council ( remember Tom? )

The Way Forward?

1. A big all the way across the road speed bump where Chester Rd goes 30mph coming into the village from Broughton. Also one on the Vounog and near the Spar.

2. Permanent 20 mph zones

3. Regular Gosafe visits.

4. A banning of through HGV

5. Make it unattractive as possible to use the village as a shortcut

First off get FCC to put wires across roads to assess the problem. They're so sophisticated they can even tell what type of vehicle (ie. Ford Escort) goes over them. Only problem being they do not like sharing the data. Residents are too stupid to read spreadsheets. Perhaps I should qualify that last statement. Council Officers for whatever reason do not like residents having all the information.
Perhaps Flintshire County Council have changed?

The other day an acquaintance of mine could see this person walking towards him with a certain familiar gait. As the figure got closer it dawned on him who the person appeared to be.
It was the ghost of Mervyn.

It was only when the person drew up close that it became apparent who the person was.
It was Mervyn's brother.

Marches are also in Broughton. They recently protested against a new practice opening in Broughton

Cllr David Walker comments

"A couple of points can you point out to me were the Community Council have agreed to spend all the 106 Money on the institute or is this more hearsay. Having said that with discussions going at County Level regarding withdrawing Discretionary Rate Relief local VOLUNTARY organisations could well be glad of the institute.
Can you also point out to me how you have arrived at this figure of £400 for the council website. I am certainly not aware of this figure and I have yet to see it in the Councils accounts. I can assure you I have made several comments regarding the Website being down and I have been assured that it will soon be up and running trees and all."

Thanks for the communication. It's good to see.

1. All the council website designers needed was a page saying "Site currently down, will be back up shortly" It's called keeping everyone informed.

The fake fir trees are an embarrassment, perhaps the worst front page council website in UK?
The previous version was good enough. I seem to remember seeing a council minute that said the fir trees would be removed. ( about a year ago)

2. Council website costs. I await to see any figures you can find. Not sure if Clerk Sarah holds full accounts due to her short reign in the position.. I didn't draw the 400 quid out of thin air I remember reading it. If council accounts are digitized it should be possible to do a 10 second search and bring up all the costs associated with website design and running costs. Perhaps I should do an FOI?

3. 106 money for Institute. If you look at the bottom right hand corner of the minutes posted on the Penyffordd Council Board  at the Post Office it is mentioned that a Penyffordd sports club is not happy with the possible allocation of 106 funds for the Institute.
Can't see it all it's on the next page hidden. ( we won't go there)

postscript: Item 3 . There are now new minutes on Council Board outside Post Office. If anyone wants to view council minutes when the Council website is down they can usually be found in the desk draw on the left of the Post Office counter near the postal scales.






Yesteryear - Me


Not much happening Penyffordd. At least one group in the village are protesting about Penyffordd Council blowing all the 106 money on the Institute. Looks like I need to go analogue in the Post Office ( take photo of minutes) as Penyffordd Council digital is down still.

We've been to Birkenhead Docks today. I know how to treat a girl. This is a company I joined as a junior engineering officer, 40 years ago. It's no longer in existence.

Here's a ship I was a junior on. Vertically opposed 6 cylinder Doxford diesel main engine
as big as a house. There were 12 guest rooms for paying passengers as well as capacity for general cargo. Not that big 7200 tons.

postscript: As mentioned I've been up the Wirral. Trunk roads must be in a similar state to those in Romania and Albania. Large pot holes everywhere. Say what you like about Flintshire and Wrexham, Our roads however are a lot better.

No explanation why site is down, all it needs is a polite note on a single web page.


Perhaps someone , perhaps a cllr might wish to enlighten why our £400 council website is down?
Perhaps its having another £400 of our money thrown at it?

Perhaps someone is chopping down all those silly fir trees. I have a story but need to check my facts.
Maybe tomorrow?

postscript: maybe not, nothing like offering advice on how long site will be down, weighs stuff up really. ( pissups and breweries)
