VACANCY FOR A COUNCILLOR 

1. There is a vacancy on the above Council caused by the death of Councillor Colin Bithell.

2. A by-election to fill the vacancy will be held if within 14 days (not including Saturdays, Sundays) from the date below, ten electors for the community give notice in writing to the Returning Officer requesting such an election be called.

3. The address of the Returning Officer is County Hall, Mold, Flintshire, CH7 6NR


4. If no such notice is given the Community Council will fill the vacancy by co-option.

Traffic is being diverted through the village. This usually means a traffic collision.

Accidents in at least 3 different areas of Flintshire according to the Daily Post
including Hope and Rossett.

On being short

I've always been short. Was starting to worry at start of secondary school because I was 4ft 6 ins.

I'm 5ft 6 ins now.

Being short has many implications for those of us less enlightened.

Arriva (want /are going to) withdraw certain bus services

77. Transport – Bus Routes Both Cllr Walker and the Clerk have written to Arriva Cymru regarding No.3 Bus Service, to date no response has been received. Cllr Walker again raised his concern regarding the Sunday bus service. The first direct bus route on a Sunday into Penyffordd is 8pm from Mold and 9pm from Chester. With regard to residents attending the Medical Centre, the Council discussed WBCT (Welsh Boarder Community Transport) and the fact that they extremely busy. The Council requested the Clerk to contact WBCT to clarify the eligibility criteria and display this information for residents. IT WAS RESOLVED the Clerk will liaise with WBCT for the eligibility criteria and advertise this service on the website and post office.

Open Council Meetings

79. Open Meeting/Public Questions Cllr Williams brought to the table the option of having either an Open Meeting or Public Questions. The Council discussed a number of various options. IT WAS RESOLVED the Council will consider these options and this item will be included on September’s Agenda.

The above was in the July minutes. This indeed a good idea. Perhaps David, the council could go one step further and video meeting live and recorded on the council website. Instead of attending a two hour omnibus, one could sit in the comfort of one's own home sipping a glass of red. One could even fast forward to the more interesting bits.

A first for a Flintshire town or village council!

I should mention that currently anyone can attend a council meeting unless they are having a secret session. You are not allowed to speak or interrupt unless asked.

Penyffordd Councillor Mad Concepts



I was going to mention Penyffordd Council's final comments on Local Development Plan Pen041.
However the Penyffordd Community website is down.
Perhaps the silly background fir trees are being removed.....

78. Single Site School
Following a meeting between Andy Roberts FCC with Cllrs Hinds and Williams it was established that Candidate Site PEN041 was actually incorrect and should not have 26 been put forward. 

The Council discussed this error and identified it was a mistake by the Community Council in supporting PEN041. 
The Council have now officially withdrawn their support. The Council still feel very strongly on a single site school and are in the process of arranging a mutually convenient date for a meeting between Ian Budd, Colin Everett, Andrew Farrow, Head Teacher and School Governor.

 IT WAS RESOLVED i. The Council have no ambitions on any land in the village to do with the Millstone, no ambitions to take over the Caravan Park, no ambitions in putting a single site school on the allotments or any other properties within the PEN041 boundary line. ii. The date of the meeting regarding Single Site School was agreed to be either 2 nd or 9th September or if needed the Council will hold a Special Meeting. 

Cllr Williams will confirm the date to the Council as soon as confirmation is received.

Penyffordd Crime Data

Minuted in the July meeting 2015 of Penyffordd Community Council.

81. Police Report As PCSO Mat Gordon was unable to attend the meeting he provided the following report to the Clerk.

20/6/2015 – ASB – verbal abuse given to a man after leaving the PYF carnival, turned out to be a long standing dispute. It is being dealt with.

21/06/2015 – ASB – Youths have thrown items at a window on Corwen Road.

27/06/2015 – Fire – Youths/Kids have been setting small fires in the grass near Emmanuel Church. Arson reduction team have been made aware and we are working toward an action plan, as there have been 3 similar incidents this month.

27/06/2015 – ASB – Park near Millstone, two younger children have been threatened by older children on the park.

27/06/2015 – ASB – Similar to above, kids using aerosol cans and lighters to set paper alight in the park.

06/07/2015 – ASB – Group of youths drinking alcohol near Towers Way. 
08/07/2015 – Bike stolen from a shed on Hazel Drive

13/07/2015 – As you will be aware, 3 reports of damage to sheds on the allotments. Drug Paraphernalia has also been found near the benches which were moved in the area – I have spoken with youths from the youth club and they are adamant that this is older youths who do not attend the club. I have added the info to our officer briefing sheet which is viewed every shift by every officer prior to going out. Hopefully this will get a few more to pop in and have a look, but with staffing levels very low at present this may not be too likely as we’re all being pulled from pillar to post at the moment. As you can see there has been a rise in the ASB in the area, specifically in the area of the park. I’m going to speak to the inspector once I return from annual leave and will see if we can have a curfew put on the area. We do normally have a rise at this time of year due to schools finishing.

I understand Steve has been made a school governor. Well done Steve.
You're not standing for Council next year are you? :)

I also understand Steve is in charge of Health and Safety.

If this is true Steve has the wind somewhat against him.

In my opinion councillors are not happy with the school governors
Penyffordd Councillors as a group are laissez faire over village safety with regards traffic.
Some local hostelry patrons also can't see why they can't hammer up or down Chester Rd.
Never mind the kids they'll jump out the way.

A previous councillor who was a school governor fought me for years ( seven) over traffic calming. Wouldn't look at the FCC speed figures for Chester Rd a major route to school. Or didn't want to.
Tried to get the county council lawyers on to me.

My opinion is that traffic calming should be made more vigorous. This morning I saw overtaking on the big speed bumps between 8.30 and 9.00am. (school time) Traffic regularly does 40 mph over the bumps.
Traffic needs stopping at the first bump, its just a matter of increasing bump profile

A tough call Steve, I see no help from Penyfforrd Cllrs at all.

Tour of Britain Sunday Penyffordd Bypass 14.55 hours?

It's coming near Penyffordd. You may want to watch you may want to keep well out of the way. There will be plenty plenty traffic with temporary road blocks whilst riders go past.. It looks like its coming along Penyffordd Bypass, how it gets there from Buckley seems vague.
I'm sure it will be all sign posted.

If you look at the above time table it suggests the A550 at 15.00 hours
The table says A5118. which would suggest Penymynydd roundabout turn right for bypass

Daily Post says
Flintshire

The riders are expected to reach the Flintshire border in Cadole at 2.30pm, travelling on the A5119 Ruthin Road into Mold with a sprint race finish on New Street near the Bethesda Chapel.

The race will then continue along New Street and then join the A541 Chester Road before taking the A549 Mold Road through Mynydd Isa into Buckley.

The race will continue through Buckley on the A549 on to Brook Street before taking the A550 on to Hope and leaving Flintshire on the A541 Wrexham Road at around 3pm.

There are numerous safe locations along the route to watch the race and large crowds are expected in Mold and Buckley and rolling road closures will be in operation along the route which may result in delays of approximately 15-20 minutes.

Microsoft keep offering me a free upgrade to Windows 10. I used to be (edit) very keen for new operating systems, or for that matter any software I could get my hands on.

Times change.

I have a computer network system it works, we even still have an XP machine running. In fact I'm going to set up an old machine with XP so I can run one of my favourite softwares that became redundant  with Windows 7.

The computers do what is required so I think I will give Win 10 a pass the problems faced by commenters below well past my technical ability.

Street Lights

This is an issue that comes up regularly at Penyffordd Community Council meetings.
Flintshire County Council is looking to save money.

If we have burglars taking advantage of diminished lighting perhaps they can be locked up on first offence for treble time in our brand new shiny Wrexham Prison.

Parking Wars

Half our terrace row has double yellow lines, the other half has room for three cars before the detached houses.

Room is required for 6 cars.

So what you do, you park at the back but 6 foot forward of the double yellows so it makes it difficult for the other two to get in and keep drive access open.

Road Drains - Design and Use

The bottom of Penymynydd Rd is near  the end of a considerable decline from Penymynydd. A stream that runs down Penymynydd Rd has been "piped". The contents join a stream in the fields after going under Chester Rd.

Also we have the road drains running down Penymynydd Rd

At the Chester Rd / Penymynydd Rd junction we have houses that were built "below" the road level.

So when we have considerable amounts of precipitation the drains cannot cope, drainage comes up through the grids over the road causing a road hazard and flooding gardens of those residences below the road level on Chester Rd.

To this is added lifting manholes from the piped section that cannot cope with the stream content.

There are two issues here.

The stream running down Penymynydd Rd was piped underground with an adequate diameter bore.
This was then modified to a smaller bore near its exit into the stream at a later stage. Who allowed permission for this I don't know. The Utilities are aware of this they have had the camera down the pipes. The engineer I spoke to thought it crazy. ( Its what we have planning for)
I am of the opinion that water backs up the pipe system forcing the lifting of manholes. with 1000's of gallons flowing onto the road.

The road drains running down Penymynydd Rd cannot cope with heavy downpours.
Too much development allowed up Penymynydd Rd without adequate drainage?

It has not been spelt out to me in so many words but I get the impression that I am considered the blame for this issue. You see its the traffic calming causing the flooding.

It makes the road 9 inches higher but it is still thought of as the cause. A law of physics some how being bypassed.

My thought is don't build houses at the bottom of large road inclines on land below the road.

At present our road drainage system is at capacity and flowing down the road.
The gardens need it.

View from the Top

In Friday's Flintshire Chronicle there's a photo of a group of school children on the top of Hanson Cement tower. There's a lift to take you up I understand.

Not local children but from somewhere in England.

How about getting local children up there Hanson?

And can we have a panoramic photograph of the village since you seem to be on a PR trail at the moment?

Yesterday you see it now you don't.

The other day I reported about 2 large tanks of trade effluent in the fields off Hawarden Rd. They are no longer there. Strange!

Trade effluent covers such stuff as human sewage, abbattoir fluids, etc which I presume Natural Wales allow spreading on fields under license.

This morning at 8.00am the tanker was filling up the standing tanks that are used to spray effluent across fields.

Capricorn Animal Rescue - Trouble at mill !

HELP US TO SAVE THE ANIMALS IN THE CAPRICORN SANCTUARY.
Capricorn is a victim of an attempted hostile takeover from within !

We have been informed by one of our volunteers that a committee
member and a part time volunteer are trying\planning to take over the running of Capricorn Animal Rescue & Sanctuary, This particular volunteer, who only comes along to the Sanctuary sometimes on Saturday or Sunday, for half a day, was saying that "there was to be a cleansing before they took over completely and they could then start fresh " .
These two individuals have little or no experience in the care needed for the wide variety of animals in the Sanctuary, they could not provide 24 hour cover for emergencies as we have always done, they could not provide day to day care of the animals and do not have the necessary knowledge to run the Sanctuary on a day to day basis.
They would not be able to keep the charity shops functioning, as they do at the moment, as they could not provide a collection and delivery service.
We are not sure if the word " cleansing " applies to volunteers and staff who oppose them or the types of animals that they do not like to be here, horses, sheep goats, pigs, llama, hedgehogs, lizards, snakes, tortoises, fish, terrapins and birds of prey and the volunteer in question is not keen on dogs either !
We have found out that for the past month our computer systems have been invaded, all our passwords have been changed, we have no control, our e mails are being intercepted and diverted, we have no knowledge of appeals for help and a standard reply e mail has been put in place, that we have not sanctioned. In fact, access into the computers, changing of passwords has not been sanctioned by the Committee and this is not within the policy of the Sanctuary or our Constitution. One e mail that was intercepted was regarding a legacy, luckily we received a hard copy through the post, we had to inform the solicitors concerned that our system has been infiltrated and taken over. The bank also was informed, they are issuing us with new passwords, paypal has already issued new passwords to us,. We have also changed the house and office locks after our keys were found to be missing. We have now added to our CCTV cameras inside and out and have had door and window alarms fitted.
This committee member called a General Meeting on the 30th June, without following protocol as laid down by our Constitution or the Charity Commission rules. She elected the part time volunteer as Treasurer of the Charity. No vote was taken, the meeting hadn't even been opened, it was not a Special Meeting, so this election of volunteer to officer of the Committee is not valid under our Constitution
We are working with the Charity Commission trying to resolve this matter and on instruction we have twice e mailed this individual asking him to return our passwords to us, so far, these requests have been ignored.

I founded Capricorn, I have watched it grow over the last 32 years, and when I was injured in a R.T.A., with my injuries settlement I bought 12 acres of land for the horses and ponies in the care of the Charity, to have grazing land. When my husband died, I used his life insurance to pay off the mortgage of the Charity Shop in Wrexham. I have not only put blood, sweat, and yes, even tears into this Sanctuary, I have also put every penny I have ever had spare to keep it going, to build it up, to make sure that it was always open to save an animals life. I do not want this to end, and it will if these two people are allowed to take over, they are doing it without the support of me or the Committee, staff or volunteers.

Sunday Carboot



Sorry for the swear word. Windows 7+ ended all my photo editing software knowledge.

The point correct though. If I was doing a carboot I would get there at 8.00 not 5.30am, can't see the point. It's just trade first thing who will pay you peanuts.

With regards the violence point, in 10 years have seen next to nothing with up to 2000 people on the field. There are no police in attendance.

At Chirk anything goes except livestock. Not like Chester Hospital whose advert in the Chronicle is laughable with all its no this and no that and no the other.

If you do a carboot at Chirk, I would recommend parking your car where told, lock the car up and go for a walk. You do not want people rummaging in the back of your car whilst you are setting up. This is the time stuff will and does go missing. The term locusts springs to mind. Anything a trader wants to buy is worth a lot more than they will pay. How do you know whose a trader?
Go 6.00am in the morning.

What can you get at Chirk Car Boot? A cup of specialist coffee, burgers, fresh fruit, power tools, meat, candy floss, plants, books, children and adult clothes and shoes, car accessories, mobile phones, cheese, homemade cakes, furniture, cars, carpets, caravans and boats for sale, antiques, house clearances, home furnishings, garden plants, fortune told and much more.

At another carboot what really gets interesting is *filling a bag for a pound. Give him a pound and he'll give you a bag.
The skill is finding £50 of value to put in the bag, then buy another bag, then another.........
It's like " Its a knockout"!

Wasps


Selfie

We have a wasps nest in our living room.
The pest control man laughed when Lisa told him where it was.
He has 8 wasp nest visits today.

As a rule I don't kill anything excepting the odd horse fly.
They just will not be told.

We have bee and wasp nests in the garden they are just left alone.

The nest must have 20 or 30 in at the moment. edit joke!
We've had one or two in for days but I thought they had a nest
inside the roof outside that they were coming through the patio door from outside.

Seems its the other way around..................

Just to make things more interesting I've
tried to remove some hifi cables near the nest so pest control have better access.

Some of the cables were in the nest which now has a hole in it.

Got stung on the nose by a hornet once removing some ivy.
Not nice at all.
Had to dash through nettles and over a fence with eyes streaming.

postscript: job done, was wondering about a diy job, this would have been a big mistake,
the nest had over 100 adults and eggs, the nest I could see was just a small part.

Dog Mess - Arnold has a good idea

You can't walk along the pavements without one eye on the ground. Don't know what the cost is but it would be very effective. There are trails of dog mess along the pavements some mornings. I think it money well spent.

Some silly suggestions by individuals in the article.

Of course it raises issues with some people, most probably the ones who don't carry bags.
It is an important issue current methods of dealing with it are hopeless.
I presume dna testing is near perfect.

Penyffordd Health

Giant Hogweed what a plant, imported from Russia I think. Normally bi annual. Sets its stall out in the first year then climbs to 14 feet in the second year. Transport spreads the seeds along the highway. The nearest I've seen it to Penyffordd is Northop on the A55. I know where there is a field full of it.

The bees love it.

As with lots of things that are a threat to us, it has to be destroyed. Such is our civilised society. All that it requires is respect and education for us.

Its no good for making blow pipes to fire pips through lol. A visit to A&E with pretty awful skin damage. Your skin bubbles up like the bubonic plague, been there got the tee shirt.

Wiki say cattle and pigs can eat it without harm.

Penyffordd Health Quiz


This is Penyffordd's new health centre, where is it?

Perhaps I'm being unfair. If Betty can give Flint Town Council the run around what chance have Penyffordd councillors got.

With the benefit of full hind sight Penyffordd district residents should have been persuaded that using our now closed health centre was the way to go instead of the current position where we have to use the chemist, go to Buckley, Broughton or Hope. Whoops! I've given the answer!

Penyffordd Allotment News



I'm under the impression the above allotments are run by PACA.
( Penyffordd  ____ Community Association)
Which I understand was set up due to the inertia of some of our older community councillors.
Perhaps it was one of those political things.
The Independents dislike Labour and vice versa. A big generalisation but true.
Politics make things happen, they also hinder.

Cllr David Williams tried to set up an alternative allotment site a year or two ago. I've not been past the proposed site but I presume the project died. It didn't help having stupid people in the process. No not you David.

The Millstone site is the one that Penyffordd Community Cllrs voted in April to demolish to get their bright shiny new primary school. (Pen041) LDP

is Miss Junior Teen Flintshire .

Georgia has been selected from hundreds of semi finalists to compete in the finals at Blackpool in October. In the Flintshire Chronicle Georgia explains that the function of a teen pageant goes way beyond just a beauty contest. Pageant girls are required to get involved in community events, raise money for charity, to show their caring side.

Georgia explains that getting involved builds confidence, makes you aware of what's going on around you.

I'm sure Penyffordd wishes her well for the finals in Blackpool. Whatever the outcome we have a young girl here that Penyffordd can be proud of.

Been there are on two yoga retreats. No mobiles, no alcohol, vegetarian food, yoga practice morning and evening for two weeks............
You come off the island, if you can get off when you want to, a bit spaced out.

Bishops and priest also go there. Some of them took cases of port and wine.......

How do find your work, do you find it exciting?

I have a friend whose small company has recently been bought by a national company. He is currently being processed to work inside the Borg ( larger company). The larger company admire how the small company works how they deal with customers, their customer retention. The small company have in the past dealt with the larger company, the staff's attitude leads a lot to be desired.

One of the questions asked him was the subject title. Is this a trick question? How do you answer this question? I think if you have a family and mortgage you have to lie.

I have a friend who is an HR director of a big company I should ask him.

I once ( twice) worked for Airbus down the road. The job was in an engineering workshop that was noisy and smelly . I made high precision parts for commercial and military aircraft. I had volunteered to go back to the department I had served my apprenticeship in as work where I was had not yet turned main stream.

After 3 months I got a call for an interview with Gill*banks Jnr and my department manager. One of the questions was part of the title. How did I find my work?

I replied that my work was not similar to being an airline pilot, the job paid the bills, allowed me to go on foreign holidays. Cue office door with another 3 months probation....................
